毕业证翻译公正请教

来这边工作，所以只是把本科毕业证带过来了。 当时没想上学，所以没做翻译。没公正。
现在想在这边读研。  学校需要菲使馆的证明。 请问这个我在马尼拉这边怎么做？ 请哪位懂的帮帮忙。非常感谢。

要先有中国国内公证处的公证，并且需要翻译成双语的（公证处可以翻译要钱的）再拿去菲律宾大使馆。
